On November 22nd, 2012, National Council for Science and Technology Policy organized the first meeting session in Hanoi. Prime Minister Nguyen Tan Dung attended and delivered a speech in the session. Deputy Prime Minister Nguyen Thien Nhan and leaders of ministries and functional agencies were also present.


Professor Hoang Van Phong, said that, National Council for Science and Technology Policy in the 4th term of office made contribution to researching, discussing and recommending 2 bills, 2 strategies, the content of 3 decrees, 3 schemes related to science and technology upon the request of the Prime Minister. Simultaneously, the Council also took part in investigation programs in tens of provinces and cities throughout our country, with the aim of surveying and apprehending scientific and technological activities there as well as effects that mechanisms and policies have on socio-economic development… In the speech, Prime Minister Nguyen Tan Dung praised contribution of the Council’s activities to national socio-economic development so far. However, scientific and technological activities have generally still been comparatively quiet and scattered, and they haven’t become a motivation for socio-economic development. Recently, the 6th conference of  the Party Central Committee has discussed the scheme “Developing science and technology for the process of industrialization and modernization in socialism-oriented market economy and international integration”. The conference’s resolution clearly defined that the continuity of strong reform and the synchronization of organization, mechanisms for managing and acting in science and technology were a break-through, which concentrated on reforms in building schemes and strategies for developing science and technology, autonomy mechanism of scientific and technological organizations … Prime Minister Nguyen Tan Dung required the science and technology sector, the members of Council, scientists and managing officers to closely follow the aim of socio-economic development, the aim of science and technology development and missions in the resolution of the 6th conference; find out efficient solutions to eliminate difficulties and barriers in mechanism and policy. It is necessary to intensify the mechanism of ordering and assigning projects to scientific organizations and individuals. It is essential to make a deep change in the leaders’ awareness of science and technology’s roles, to promote scientific and technological potentials in our society … Science and Technology must be a motivation for developing modern workforce, improving qualities and competitiveness of products and ensuring national security …
