National Council for Science and Technology Policy in term of office: 2012 - 2016 organized the first meeting session (01/12/2015)

On November 22nd, 2012, National Council for Science and Technology Policy organized the first meeting session in Hanoi. Prime Minister Nguyen Tan Dung attended and delivered a speech in the session. The second annual Session of National Council for Science and Technology Policy took place on 15th and 16th of August 2013. Under the chairmanship of the Council Chairman Hoang Van Phong, members of the Council, senior experts and delegates discussed together and gave opinions on such contents as: how to implement effectively the Science and Technology Development Strategy in the period of 2011-2020 and take Law on Science and Technology 2013 into reality. 

 

For the Science and Technology Development Strategy in the period of 2011-2020, the Council focused on discussing and proposing the specific group of ASEAN leading countries and scientific and technological fields which Vietnam could reach the regional and international level in; Solutions to the implementation of science and technology targets through the total factor productivity up to 2020; proposals of breaking mechanisms, policies and solutions in order to encourage the investment in science and technology development for enterprises, private science and technology organizations, especially the financial mechanism for science and technology activities, and so on. 

For Law on Science and Technology 2013, the contents focused on planning the network of science and technology organization; principles and criteria to indentify, classify and give priority to R&D workers and scientific and technological talents; methods of testing and evaluation on the efficiency of state budget uses for science and technology…

The delegates also agreed that we need to restructure the current science and technology system, have policies to attract experts to get involved in scientific and technological missions and have a mechanism of cross-examination, monitoring and strengthening the discipline between units, organizations… Besides, there were also regulations on peer-review tasks more clearly and specifically to reduce waste for the state budget, contributing to the country’s sustainable development.
